    Jocelyn Loughman: A Role Model in Vanuatu’s Justice Sector

    Port Vila, 22 August 2025– From the Ministry of Justice and Community Services (MoJCS) to her current role with the Vanuatu Australia Policing & Justice Program (VAPJP), Ms. Jocelyn Loughman has built a reputation as a leader who inspires, mentors, and uplifts those around her.

    Her postgraduate studies at the Australian National University and participation in the Women Leading and Influencing (WLI) program opened her eyes to the challenges women face in leadership across the Pacific. She returned to Vanuatu determined to put her learning into practice – by listening more deeply, recognising her colleagues’ strengths, and supporting the next generation of leaders.

    “Respecting and acknowledging that there’s enough knowledge and skills in the room, and using the strengths of each team member to move forward, always strengthens teams,” Ms. Loughman said.

    After more than seven years of service with MoJCS, Ms. Loughman joined VAPJP in 2024. In her new role, she continues to support Vanuatu’s justice sector – working alongside agencies such as the Courts, the Offices of the Public Prosecutor and Public Solicitor, the Vanuatu Law Reform Commission, and the Department of Women’s Affairs.

    Her leadership style is firmly rooted in a strength-based approach: building on people’s talents, encouraging collaboration, and guiding others to find solutions together. She also champions mentorship, especially for young women, and stresses the importance of engaging men as allies in promoting women’s leadership.

    Describing herself as a “backstage leader,” Ms. Loughman explains:
    “I find accomplishment in preparing and supporting others to get on the stage confidently. The role of any leader should be building, encouraging, and supporting the next generation.”
    Ms. Loughman’s journey is a powerful reminder that when women lead with vision and inclusivity, they not only strengthen their communities but also shape a more resilient and just Vanuatu.
