Vanuatu Hardship and Poverty Report. "Analysis of the 2010 Household Income and Expenditure Survey" | 2013 | The report is based on the analysis of the 2010 Household Income and Expenditure Survey (HIES) and is a joint collaboration between the Vanuatu National Statistics Office and the UNDP Pacific Centre. For the analysis, poverty is measured by the proportion of households and individuals with expenditure levels below the national food and basic needs poverty lines and as such provides a relative measure of hardship; however its real impact lies within the context in which it is defined. The incidence of food and basic-needs poverty is thus indicative of the hardship experienced by households and families as they try to meet the minimum standard of living reflected in the poverty lines. The report provides an in-depth comparative analysis of the numbers, location and characteristics of those living below the national poverty line as well as the distribution of expenditure and sources of income by comparing the results of the 2006 and 2010 surveys. Further, the report analyses key dimensions of human poverty, such as the quality of housing and access to energy, education services, water and sanitation. The hybrid Courts of Melanesia: A comparative Analysis of Village Courts of Papua New Guinea, Island Courts of Vanuatu and Local Courts of Solomon Islands | 2011 | This paper examines three systems of courts of justice, each in a different country in the region of South Pacific islands known as Melanesia, where state legal systems have been adopted from former European colonial governments. The systems discussed are, by comparison, "hybrid", each of them having been established with the intention of addressing disputes among small scale social groups by less formal means or by taking greater heed of customary forms of dispute resolution. The paper applies a comparative analysis of these systems, covering their distinct history and the variances in structure, funding, personnel and jurisdictional coverage that impact on their effectiveness as state-sanctioned courts. Vanuatu Household Income and Expenditure Survey 2010 | 2010 | The 2010 Household Income and Expenditure Survey (HIES) was the second comprehensive survey of its type conducted by the Vanuatu National Statistics Office (VNSO) to provide estimates of household income and expenditure at the provincial level. The 2006 HIES was the first in the country with full national coverage and reliable results at the province and municipal level. These two surveys have been used to derive indicators for income and wellbeing, much needed information to monitor progress towards achieving national strategies for improving household income through private sector led growth. The HIES provides a wealth of information about household expenditure and income, including so called 'subsistence activities' where households produce and consume their own food from the land and sea, provide household supplies like firewood and thatch and other items such as oils, handicrafts and clothing. This report provides the main HIES results, with much more analysis possible from the data than that contained here.
