    New national database strengthens protection for children at risk

    Port Vila, September 16: The Ministry of Justice, Youth and Community Services (MJYCS) has launched a new national database to help strengthen protection and care for vulnerable children across the country.

    Supported by the Vanuatu Australia partnership, through the Vanuatu Australia Policing and Justice Program (VAPJP), the modern system replaces paper-based files with a secure, digital platform that allows MJYCS Child Protection Officers (CPOs) to offer consistent and high-quality support for vulnerable children regardless of their location.

    “Australia applauds the Ministry’s leadership in building stronger and more accessible child protection systems,” said Australian Deputy High Commissioner to Vanuatu, Ms. Emily Fisher.

    “This database is a powerful example of how modern, locally developed solutions can help improve outcomes for children and families, especially in rural and remote communities.”

    The database has been designed to improve how child protection, child justice, and adoption services are delivered nationwide. It enables officers to track key information in real time, make timely referrals, and coordinate support across different agencies. For children, this means better access to services, more personalised care, and stronger privacy protections.

    Launching the new system in Port Vila, the Honourable Job Andy, Minister for Justice, Youth and Community Services, highlighted the project’s benefits for children. “Children are among the most vulnerable groups in our society, and it is our duty to protect them from harm,” said Minister Andy.

    “Children will never see or use this system, but our improved management of their information in our frontline services will have a significant impact on them. It will mean they can get help faster, that they can receive the specific support they need for their situation, and that our services deliver for them where and when they need us.”

    This joint initiative between the MJYCS and Australia, delivered through the VAPJP, builds on the strong partnership between the Governments of Vanuatu and Australia. Australia has supported the development and implementation of the new system, alongside broader efforts to strengthen child-focused case management and improve outcomes for women, children, and families.

    The database was developed by Port Vila–based firm Tobo Consultancy, in close collaboration with MJYCS staff. It includes dedicated modules for child protection, child justice, adoption, and reporting. Development took place over a 12-month period and will be followed by continued training and support to ensure the system meets the evolving needs of the Ministry and its frontline teams.
